Position Outputs Talent Management • Lead and facilitate the implementation of the Talent Management strategy and deployment of talent acquisition, onboarding, assessment, retention, development and exit management processes, programs and practices within the Transnet Pipelines (TPL) • Lead and guide strategic and tactical efforts to advance the implementation and management of the talent management processes, ensuring alignment with business objectives and requirements • Manage and facilitate the identification, development and cultivation of diverse talent and succession pools within the Transnet Pipelines to ensure leadership bench strength and business continuity for TPL • Identify critical and scarce skills that are instrumental in achieving strategic and tactical goals and objectives • Develop focused strategies and plans in collaboration with Group Talent Management and HR Business Partners to attract, retain and develop a pool of qualified candidates that are ready to assume critical and/or priority positions as they become vacant • Develop coaching and mentoring models and programmes for implementation within TPL • Establish appropriate key metrics for reporting purposes and for improving operational efficiencies Strategic Workforce Planning (SWP) • Provide executives and management with accurate information pertaining to the current and future skills and competencies required to ensure continued business performance and the sustainability of Transnet Pipelines, by: o Implementing strategic workforce planning (SWP) and demand forecasting processes in partnership with relevant key stakeholders across the Transnet Pipelines o Translating workforce plans into skills requirements in order to meet business requirements and objectives o Partnering with Group Talent Acquisition to convert headcount demand into recruiting capacity o Continuously reviewing the organisation’s human resources capacity to deliver on the business strategy through identification of required occupations and quantum guided by key operational drivers o Supporting the end-to-end cycle of workforce planning from collection during annual planning to tracking and governance throughout the year • Ensure that strategic goals are met through forecast modeling, capacity planning, collaboration and effective communication, while ensuring alignment of forecasting with strategic goals • Inform tactical and strategic long-term forecasting and planning with insights, trends and meaningful analyses across all levels in the TPL to inform management decision making • Monitor and report organisational risks related to current and future capacity and capability Performance Management • Ensure effective implementation and facilitation of performance management processes in line with the policy and governance rules, ensuring alignment of team and individual performance with strategic objectives and required business performance • Analyse performance management data to ensure the achievement of business targets and objectives at all levels • Identify areas of improvement and concern, and ensure resolution thereof by implementing appropriate plans and strategies in collaboration with management and HR Business Partners Skills Development • Provide Strategic oversight on TPL Skills Development forum • Review, implement and recommend best practice PM Capacity Building policies, guidelines and procedures so that human capital management and development needs are addressed and aligned to TPL business objectives and Group's People Management initiatives. • Ensure the development of Workplace Skills Plan (WSP) and the Annual Training Plans (ATP) as well as implementation thereof • Monitor, track and improve all PM Capacity Building processes in the PM value chain so that it is relevant and appropriate to TPL Data Analytics • Provide data analytics and interpret results to support management decision making relating to talent management, performance management, SWP, and other as required • Inform tactical and strategic planning with insights, trends and impactful analyses to enable effective management and reporting • Analyse and interpret data in order to identify possible issues, and provide appropriate solutions Stakeholder relations management • Ensure effective stakeholder relations management through consistent engagement and communication Financial management • Manage expenditure in line with business priorities and within budgetary constraints to ensure sound financial management • Develop and review internal governance and control measures including policies, standard operating procedures and guidelines to ensure good and proper governance Qualifications and Experience Qualifications. Experience & Inherent Job Requirements Bachelor's Degree in Social Sciences/HR Management/Industrial Psychology or other relevant NQF 7 equivalent degree A post graduate qualification in Business Management or HR Management will be (an advantage) Minimum 8-10 years experience in People Management with a focus on Talent Management and/or Skills Development, of which at least 5 years at a managerial level Experience in employing HR data analytics is required Effective communication across all levels of the organisation is required Requirement of Trust and Honesty in the handling of Finances as per the National Credit Act Amendment 19 Standard Job Requirements Valid driver's license code 08 Travel if and when required by the business Competencies Knowledge required: In-depth knowledge of Talent Management methodologies and processes Knowledge of performance management and workforce planning tools and methodologies Understanding and insight into employing and monitoring business analytics Awareness of applicable legislative frameworks Equity Statement Preference will be given to suitably qualified Applicants who are members of the designated groups in line with the Employment Equity Plan and Targets of the Organisation/Operating Division.
