Ensure that programme/ project/ interventions are completed timeously, within budget and to the agree quality and time specifications. THE CANDIDATE PROFILE Sector Knowledge and a sound understanding of the policy, legislative and regulatory frameworks governing the sector; and in particular those applying to the Local Government Sector and SALGA; Sound track-record and experience in a local government finance essential; Proven knowledge of the MFMA and other relevant local government finance legislation; Stakeholder Management and Influencing skills; Strong analytical ability towards opportunity identification; Ability to manage in a broad scoped environment; Ability to work and manage in a multidisciplinary environment; Strong analytical ability coupled with sound problem-solving skills; and Strong initiative and well-rounded implementer and driver of multi-disciplinary programmes that have an intended turnaround dimension. QUALIFICATIONS AND EXPERIENCE A Relevant Post-graduate qualification at Hons level (Finance/ accounting) Valid Driver’s Licence and frequent travelling At least 7 years’ relevant experience of which at least 3 years have been at an equivalent level within a medium to large sized organisation; Demonstrates a sound understanding of the Local Government Sector Sound track-record and experience in a local government finance essential Proven knowledge of the MFMA and other relevant local government finance legislation KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS Financial Management: Assist municipalities in improving matters relating to local government finance, with a focus on: Reporting in terms of various financial models (Municipal Finances Management Act, Inter-Governmental Fiscal Relations and Finance and Fiscal Commission); Assisting in sound revenue enhancement through the implementation of the Municipal Property Rates Act and National Credit Act; Consult with municipalities on budget process and consolidate Budget Reports; Assist and capacitate municipalities in terms of ensuring alignment to accounting standards–particularly as related to asset management; Provide municipalities with financial management advice, support and strengthen institutional capacity in this regard; Facilitate improved Legislative Compliance - Assist municipalities in improving compliance in matters relating to local government finance with a focus on Municipal Finance Management Act (MFMA), Municipal Property Rates Act (MPRA) and National Credit Act (NCA).;Municipal Audit Support Services. Research and Benchmarking: Under the guidance of sector specialists and management, provide ongoing analysis of the key challenges, needs and trends in area of specialisation, to ensure that local government strategies and programmes are appropriately implemented; Under the guidance of the Director of Operations conduct and interpret research in area of specialization; Ensure information dissemination and knowledge sharing by establishing a learning and sharing platform to improve municipal efficiency in area of specialisation. (workshops / roadshows / manuals / municipal circulars); Be a key repository of knowledge and information on local government and matters relating to the area of specialisation and support the strengthening of municipal profiles in the central repository (e.g. Budget analysis and benchmarking); Under the guidance of the Specialist: Fiscal Policy conduct periodic budget analysis and benchmarking of municipalities in the province; Develop provincial inputs to mandates from municipalities to inform the IGFR and FFC processes. Representation at IGR & Other for a (lobbying and Advocacy): Facilitate the functions of the District Area Finance Forums; Prepare briefing notes for Chairs of PWG on municipal legislation and municipal finance; Provide inputs to and develop content on a number of complex issues relevant to a SALGA position for mandating; Represent SALGA and municipalities at various IGR and other Fora to protect the interests of municipalities / LG Sector; and to disrupt structural form, policy or legislative frameworks in a particular sector, where it hinders municipal performance; Support the development of SALGA comment on all accounting standard proposals and revisions pertaining to GRAP and NT budget reforms; Support the development of comments and SALGA Positions on behalf of the sector regarding Annual Audit Outcomes of LG; Support the formulation, implementation and reporting on SALGA commitments in AGs general report; Understand the national and provincial governance structures of SALGA and the institutional structures of the Sector/ Professional discipline and key role players in the area of specialisation. Support Advice and capacity building: Guide, support and provide professional advice to municipalities in the Financial Management and Audit Support environment; Guide, support and provide professional advice to municipalities in the areas of focus/ professional discipline – refer issues of strategic importance to the Director of Operations; Provide hands-on support to strengthen municipal capacity/ improve programme implementation; Facilitate the implementation of the capacity building strategy and associated programmes in municipalities; Facilitate training programmes/ peer learning sessions in the areas of focus/ professional discipline. Monitoring and Evaluation: Support the development and Implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance and programmatic implementation in municipalities; Maintain records as per SALGA policy and ensure that all project records are uploaded into the company knowledge management system; Create a high performance culture on all projects and report on progress against milestones; Prepare audit files for each project prior to audit; Monitor in-year reporting in terms of section 71 & 72 of MFMA; Monitor MIG Spending; Monitor SCM process; Monitor the completion of annual financial statements; Monitor Legislative compliance (MFMA, MPRA and NCA); Collect information re CFO vacancy rates; Collect data on municipal debt and compile bi-annual provincial report on Municipal debt; Popularise and monitor compliance to NCA Programme / Project Management: Implement appropriate project management methodologies and disciplines; and manage full project cycle on assigned projects including M&E; Plan and integrate programme roll-out to municipalities; Develop terms of reference for identified programmes; Ensure that projects are implemented against contract specification and payments are based on agreed milestone; Identify spin-off projects and opportunities from the programme Stakeholder Management: Within the scope of area of accountability build and maintain relevant stakeholder relationships/ partnerships in the area of responsibility; Ensure appropriate and timely communications with all stakeholders; Build partnerships with relevant stakeholders to ensure programme success and to increase SALGA’s capacity to make an impact; Create reports to communicate about the programme and provide updates for website;Identify key role players to create a link to sustainability and handover of programmes; and implementation Sponsorship and fund Raising for projects: Identify potential funders/ points for leverage during the programme conceptualization phase; With the support of the sponsorship team, develop and present detailed project proposals and plans to funders for consideration (in alignment of the SALGA sponsorship Policy); Ensure that all contracts for funding are in place and that the contracts include payment terms. Financial and expense monitoring: Assist with the preparation of annual budgets and monitoring of the monthly expenditure in area of accountability; Assist in the identification of potential revenue sources in area of responsibility (where applicable); Participate in procurement committees as required and adhere to procurement requirements and deadlines for identified programmes.; Monitor sponsorship payments according to the contract and track programme implementation against the budget; Actively save costs in the area of responsibility.
