SOUTH AFRICAN DIAMOND AND PRECIOUS METALS REGULATOR (SADPMR) The South African Diamond and Precious Metals Regulator, established in terms of Section 3 of the Diamonds Amendment Act, 2005 (Act 29 of 2005), aims to regulate the industry to ensure that the diamond resources and precious metals of the Republic are exploited and developed in the interest of the people of South Africa, to promote equitable access to local beneficiation and ensure compliance with the Kimberley Process Certification Scheme. We invite self-motivated and suitably qualified individuals who wish to join the SADPMR to apply for the following vacancy: - GENERAL MANAGER: TRADE (Ref.2024/06/01) Programme: Trade Salary: Negotiable all Inclusive package Purpose of the job: To facilitate local trade, exports and imports of diamonds and precious metals in South Africa in accordance with the relevant legislation and international codes and practices. To ensure that diamonds and precious metals are traded at fair market value and equitably thereby ensuring effective implementation of relevant legislations and policies. Plan, coordinate and oversee the overall operations within the Trade Programme/Branch to achieve the SADPMR’s strategic goals. Requirements: Minimum requirements, Bachelors Honours Degree (NQF level 8) in Geology/Mining/ Mining Engineering/Metallurgy/Mineral Resource Management/Environmental Management or equivalent qualification with extensive experience in the mining and minerals sectors. Minimum of 8 years at senior management level. The candidate must be in possession of a valid driver’s license and willing to travel abroad on various international engagements. Knowledge: Knowledge and experience in the minerals and mining sector, especially on precious metals and diamond industries • Knowledge of the Precious Metals Act, 2005 Diamonds Act, 56 of 1986 (as amended) and Diamond Export Levy Act, Mineral and Petroleum Resources Development Act (MPRDA) and the Public Finance Management Act (PFMA) • National Treasury rules and regulations • Knowledge in Environmental Management and application of National Environmental Management Act (NEMA) requirements • Knowledge and understanding of government planning and reporting. Knowledge of King Reports. Knowledge and understanding of the government macro-economic and social policies • Understanding the mandate of the Department of Mineral Resources and Energy and knowledge of government priorities. Duties: To develop and implement strategies for trading of diamonds and precious metals direct and oversee operations the Programme: Trade; • Coordinate and lead the team within the Programme. Improve organizational capacity for maximum execution of excellence. Ensure compliance to Section 59B of the Diamonds Amendment Act. Monitor all diamonds activities jointly with the Diamond Inspectors within the Trading Houses. Ensure that unpolished diamonds and are offered for sale to the local industry. Manage the team to facilitate diamond valuation and planning skills. Monitor, describe and examine diamonds that are exported on deferment and re-imported. Receive, investigate and resolve queries on the day to day running of the Diamonds Exchange and Export Centre (DEEC). Implement, monitor and continuously improve the standard operating procedure manual for the DEEC. Ensure full compliance with legislation and policies as well as Kimberley Process Certification. Oversee implementation and administration of control systems on all matters relating to the purchase, sale, beneficiation, import and export of diamonds. Facilitate competitiveness, sustainable development and job creation in the diamond and precious metals industry. Facilitate skills development initiatives for the industries. Ensure increased access to diamonds for local beneficiation. Establish and maintain appropriate internal controls and reporting systems in order to meet performances.
