INFRASTRUCTURE DEVELOPMENT AND COMMUNITY SERVICES DIRECTORATE ENVIRONMENTAL HEALTH PRACTITIONER TASK GRADE 11 PERMANENT POSITION: BASIC SALARY (R327 444 – R425 028) REQUIREMENTS: National Diploma or B-Tech Degree: Environments/Health – Valid Driver’s License Code 08/EB Driver’s License – Peace Officer’s Training will serve as an advantage – A valid registration with the Health Professional Council of South Africa (HPCSA) – Must have completed the one year community services and at least a further 2 years relevant experience working in a similar field – Must be computer literate – Knowledge and understanding of Environmental Health Legislations. DUTIES-KEY PERFORMANCE AREAS: Conduct inspections and investigations of residential, commercial, or other occupied premises and/or open spaces, public facilities to determine compliance with By-laws and applicable legislation – Health surveillance of premises – Water quality Monitoring – Participate in the delivery of awareness and education programme to promote a healthy Environment for the community – Investigate Environmental Health complaints and provide intervention measures where applicable – Comply with the National Norms and Standards of Environmental Health. FINANCE AND CORPORATE SERVICES DIRECTORATE HUMAN RESOURCES OFFICER – TASK GRADE TK: 11 PERMANET POSITION: BASIC SALARY (R327 444.00 – R425 028.00) PA REQUIREMENTS: • Degree in Human Resources on an NQF Level 7 • Minimum of 3 years’ generalist Human Resources experience related to Industrial Relations, Occupational Health and Safety, Training and Skills development, Personnel and benefit administration, recruitment and selection, performance management, HR Compliance, as well as supervisory experience • Good planning and Communication skills at all levels is essential • Ability to work independently and under pressure in a unionised environment • Proven negotiation and good interpersonal skills • Knowledge and application of SAGE VIP HR system will be an added advantage • Computer knowledge particularly MS Office packages is essential • Proficiency in at least two (2) official languages predominantly spoken in the municipality area of jurisdiction will be a strong recommendation • Supervising of staff and provision of advice to divisional personnel and line managers • Extensive knowledge and experience in dealing with disciplinary hearings, grievances and appeals • A code EB valid driver’s licence is essential. KEY RESPONSIBILITIES: • Industrial Relations- Management and implementation of all labour relations matters, assisting and providing advice regarding disciplinary matters within the ambit of the collective agreements and available legislation • Occupational Health and Safety- Coordination of all occupational health and safety measures for the employees of Council as well as management of the active and new injury on duty claims in line with legislation and system parameters • Training and Skills development- Quarterly skills reporting and ensure submission of the annual approved WSP through approved structures and ensure implementation and roll out of trainings • Responsible for the quarterly and monthly administration and processes related to the training committee and district and provincial skills development forums • Personnel Administration and benefit administration- Responsible for the administration of all council benefits and implementation of rules of respective schemes and underwriters to ensure compliance with Council policies and procedures • Coordinating and controlling submission to the payroll division in terms of laid down procedures • Policy formulation- Compile and review or amend HR policies and proceedings to ensure conformance to legislation and changing environments • Implement and maintain performance Management to direct reports • Compliance- Monitoring HR/practices, policies, documentation and procedures to ensure legal and audit requirements are met and providing file documentation and HR related information with regards audits for HR • Employment Equity- Implementation and management of the employment equity annual submissions, reporting on quarterly equity and compilation of plan • Implement and coordinate the Recruitment and selection function in line with policy requirements and parameters • Monthly Reporting on all statutory requirements and parameters of human resources functionality to Direct seniors • Must be able to supervisor and manage direct reports • Administration, coordination and implementation of all Council EAP processes in terms of the policy • Administration of all functionalities associated with Organisational development in line with legislative requirements, alignment of organisational structure to the organisational strategic planning of Council • The rendering of professional advice, guidance and support to the Senior Manager: Corporate Services and other relevant departments of the Municipality in respect human resources and administration processes • Ensuring that SBDM complies with all relevant workplace and human resources legislation • Provides capacity building to Local Municipalities • Co-ordinates specific matters relating to Job Evaluation systems.
