SENIOR LEGAL OFFICER REGULATIONS Salary: R724 287 basic salary p/a plus benefits (Centurion) Requirements: LLB Degree or NQF Level 8 equivalent qualification coupled with 5 years. experience in the legislative and contract drafting environment and a qualification or certificate in legislative drafting and contract drafting● 1-2 years’ experience on a supervisory level● Recognition of Prior Leaning (RPL) and applicable knowledge and experience on the Job may be considered during the selection process. Key Performance Areas: Under the supervision of the Legal Advisor Legislative Drafting and Contracting, the Senior Legal Officer will be responsible for: providing advice on a wide range of legal issues relating to the functions, structures and activities of the PSiRA ● provide quality in-house legal services and draft agreements between PSiRA and third parties ● Support the Senior Manager Legal Officer to develop, implement and interpret applicable legislative framework ● Provide legal support by negotiating and finalising of legal instruments of cooperation between the PSiRA, bilateral and multilateral development partners ● Verify all supporting legal documentation and ensure authenticity and accuracy ● Provide technical legal assistance and advice to operational units ● Conduct legal due diligence on proposed projects and provide comprehensive legal opinion on PSiRA portfolio ● Review and draft presentation to stakeholders and ensuring that presentations are well developed and error free ● Provide legal opinion on regulatory matters ● Legislative Drafting ● Staff management responsibility: Lead, manage and empower staff in the division to ensure that staff meets the departmental objectives in line with broader organisational objectives and requirements, as well as resource constraints ● This also includes direct involvement on implementation of performance management systems and attending to other staff management matters in the Department. Key Performance Areas: Update debtor information timely and properly maintain debtor records on the database (e.g. name changes, company details etc.)●Suspend or withdraw defaulting security service providers as approved ●Reinstate suspended or withdrawn security service providers as approved ●Attend to client queries or provide assistance within the provided time frames ●Reconcile debtor accounts, allocate receipts and correct accounting records timely ●Effectively collect overdue accounts and where appropriate refer defaulting security service providers to the Head: Accounts receivables for intervention ●Prepare adjustment journal for corrections ●Refer irrecoverable transactions/amounts to the Head: Accounts receivables to consider appropriate action (writing off bad debts) ●Comply with all relevant statutes, regulations and prescripts (e.g. PSIRA Act, PFMA) ●Comply with policies and business processes ●Prepare external communication to security service providers (letter, notice or e-mails). ADMINISTRATION ASSISTANT: LAW ENFORCEMENT Salary: R 265 168 basic salary p/a plus benefits (Durban) Requirements: Degree/Diploma in Office Administration/Business Administration/Public Administration or equivalent NQF level 6 qualification coupled with 2 years’ experience in office administration of which at least 1 year involved in extensive typing ● Experience in a legal environment will be added advantage ● Recognition of Prior Leaning (RPL) and applicable knowledge and experience on the Job may be considered during the selection process. Key Performance Areas: Efficient and effective administrative support to the members of the Compliance and Enforcement units and Legal Services Departments to ensure functional administration of Law Enforcement activities ● Typing dockets (all affidavits) and charge sheet documentation● Prepare authorisation cover for submission of affidavit and proposed charges for Authority to prosecute● Typing court registers● Typing Respondent letters● Issuing of charge sheets and related duties● Issuing of summonses and witness subpoenas● Assisting with the auditing of dockets to ensure correctness of detail and validity of charges when required● Assisting with record keeping and statistical data( compile and retrieve): Assist with the keeping of a weekly and monthly record of operational performance feedback with regard to dockets submitted, charge sheet s and summonses issued and served, capacity, etc) ●Liaise with Administrator/Manager regarding correctness of charges and legislation quoted● Assist the Administrator/Manager overflow work and any other duties as and when required● Assist to register new dockets compiled and received from Inspectors● Assist Manager and Secretary as and when necessary with-:-Overflow of work and preparation of reports and packs for Council and committee meetings● Preparation of presentations relating to the duties of the departmental Manager● Assist Inspectors with-: telephonic enquiries ●Booking of inspections● other necessary administrative functions● Assist with monthly statistics and reports, including comparative statics, regarding the above when required.
