GOVERNANCE, RISK AND COMPLIANCE OFFICER - GOVERNANCE, RISK AND ASSURANCE DEPARTMENT (PRETORIA) Reference Number FSCA1153 Description Purpose of the Job: To support the ongoing Business Continuity Management (BCM) activities, drive Risk Management initiatives, oversee Compliance Risk Management, and assist in Monitoring and Evaluation (M&E) activities within the Financial Sector Conduct Authority (FSCA). The candidate appointed in this role will report to the Senior Manager: Governance, Risk and Assurance. Key Performance Areas: • Render administrative support with the maintenance, execution and the implementation of the Business Continuity Management (BCM) Strategy and processes within the FSCA. • Render Support to the BCM Manager in the maintenance of the full BCM Lifecycle in line with approved standards which includes maintaining annual updates of the BCMS and related reports, plans and documentation. • Implement and maintain an effective M&E framework. • Render support in Policy development, approval, and implementation processes. • Work with the Senior Compliance Practitioner to develop and implement the policy framework aligned to the overall compliance management process and the strategic direction of FSCA. • Develop and maintain a policy index to serve as a consolidated universe of policies required within the organisation. • Assist in maintaining awareness of regulatory developments and communicate relevant developments to the relevant forums / employees. • Assist in conducting adequacy and effectiveness assessments of controls in critical business areas and perform compliance reviews of high-risk Acts as per the compliance coverage plan. • Ensure an effective Implementation of Enterprise Risk Management process and tools within the department. • Conduct risk assessments and identify risk mitigation measures. • Analyse performance information and identify areas for improvement. • Ensure data quality and maintain portfolios of evidence. • Preparing and writing Reports to various committees including EXCO and Governance Committees including the provision of secretariat support where required. Requirements Matric certificate, with an appropriate bachelor’s degree or equivalent qualification in Commerce, Risk Management or Law. A minimum of 2 years relevant experience with at least 2 years in second line assurance filed i.e., Monitoring and Evaluation and/or Risk Management and/or Compliance and/or Business Continuity Management. The person appointed to this position will report to the Manager. Key Performance Areas: • Analyse, consider and recommend for approval or decline all new licence applications submitted for authorization, including various concurrence matters from other regulators. • Co-operate and collaborate with other regulators throughout the assessment of new licence applications as well as in respect of the revocation, suspension, and variation of existing licences. • Assist and support, from time to time, other areas in the Licensing Department in respect of licence applications received, including but not limited to: Financial Services Providers, Collective Investment Schemes, Retirement Funds Benefit Administrators, Over-the-counter Derivative Providers and Compliance Officers; Insurers, Commercial Banks, Mutual Banks, Co- operative Banks and Co-operative Financial Institutions. • Ensure close co-operation and collaboration with other regulators throughout the assessment of new licence applications as well as in respect of the revocation, suspension, and variation of existing licenses. • Ensuring that only fit and proper key persons, senior management and significant owners are approved and appointed to their respective positions by applicants; and • Project management and report writing Other Key Competencies: The candidates must demonstrate the following skills and attributes: A high level of conviction, judgment, confidence and decisive approach; Problem analysis and ability to make judgement calls supported by facts; A good sense of and ability to find information relevant and necessary for decision- making; Good communication and interpersonal skills; Very good verbal and written communication skills; Strong interpersonal skills and emotional intelligence; Strong analytical, judgment and problem- solving skills as well as the ability to make facts-supported judgement calls; Computer literacy. Requirements LLB/Legal or B Comm Degree or equivalent, 2 to 3 years equivalent experience regarding the functioning of the financial services industry and the various role-players involved, regulatory environment, risk management and compliance management.
