ANALYST: LICENSING DEPARTMENT (PRETORIA) Reference Number FSCA 787 Description Purpose of the Job: To assist the department with the processing of new licence applications, variation of licences, auditor appointments and removals, compliance officer approvals and removals as well as the performance of any other licensing-related functions and activities. The person appointed to this position will report to the Manager: Licensing. Key Performance Areas: • Analyse and recommend approval or decline of all applications submitted for authorization (including concurrence granting) in respect of Financial Services Providers, Collective Investment Schemes, Collective Investment Schemes management companies, Retirement Funds Benefit Administrators, Insurers, banks, Cooperative Financial Institutions, Compliance Officers as well as any related requests; • Project management and report writing; • Analyse and recommend approval or decline of applications by foreign entities residing outside of South Africa; • Assist in ensuring that only fit and proper individuals, directors of companies, members of close corporations and sole proprietors are approved in management structures of authorised entities. Persons appointed to these positions will report to the Senior Manager. Key Performance Areas: • Assess complaints and new cases for further action. • Create and execute clear, focused, and efficient investigation plans with reasonable timelines. • Conduct quality investigations (gathering all relevant, admissible evidence and proper analysis of the evidence); • Take responsibility for the execution of all enforcement actions, including the drafting of all enforcement documentation presentation to enforcement meetings, debarments, withdrawal of licences and administrative penalties. SPECIALIST ANALYST - PRUDENTIAL SUPERVISION (PRETORIA) Reference Number FSCA 499 Description Purpose of the Job: To monitor and assess compliance by retirement funds with applicable legislation particularly in regard to their financial soundness through the analysis of financial statements, statistics and reports, to identify risks to the financial soundness of retirement and to make recommendations and/or propose enforcement measures in order to mitigate such risk and to contribute towards the formulation of improvements in regulatory standards and supervision measures. The person appointed to this position will report to the Manager. Key Performance Areas • Analysis of financial statements, statistics and reports of registered retirement funds; • Conduct peer reviews of analysts work in consultation with management; • Guide liquidators through the liquidations on funds in terms of legislation; • Deal decisively with enquiries, queries, extensions, exemptions, etc. in terms of departmental deadlines and policies; and • On request, participate and assist to plan the on-site visits, scheduling and conducting the on-site visits and reporting on findings and recommending corrective actions on other tasks related to financial statements, statistics and reports. At least 7 years’ experience in a supervisory or managerial role in a corporate security environment with proven experience as a security manager or similar position. Ex-SAPS or SANDF experience in protection services will be beneficial.
