INTERNAL/EXTERNAL ADVERT JOB TITLE: REGIONAL MANAGER: GAUTENG REFERENCE (Use this in your email subject line): RMGJULY2024 DEPARTMENT: PROJECTS TYPE OF CONTRACT: FULL-TME (06 MONTHS PROBATION) TOTAL PACKAGE: NEGOTIABLE LOCATION: DUNKELD WEST, JOHANNESBURG CLOSING DATE: 25 JULY 2024 at 16H30 PURPOSE: To fully manage regional projects from initiation to close-out QUALIFICATIONS, EXPERIENCE, COMPETENCIES & SKILLS: • A degree in public management development or an equivalent NQF Level 7 qualification. • A Master’s Degree or MBA will be an added advantage • Project Management qualification • Financial Management qualification will be an added advantage • Literacy in Microsoft Office Software Packages • 5 years relevant SETA experience • Understanding of relevant legislation and regulations such as SDA, SAQA Act, QCTO, SETA Grant Regulations and PFMA • Strong financial acumen • Audit background • Work in a sensitive & highly pressured environment • Strong stakeholder engagement skills • Community development background • Ability to work independently and also in a team BEHAVIOURAL DIMENSIONS REQUIRED: • Brand leadership • Positive influence capabilities • Independence • Precision • Cognitive application of coherent principles • Confidentiality KEY PERFORMANCE RESPONSIBILITIES Leadership role • Management of Memorandum of Agreements (MoAs) • Manage stake holder relationships • Leads, advises, and supports the Region • Efficient Management of DG MoAs • High level stakeholder relationships • Leads SETA internal team Policy development and review • Develop proper control systems, processes, and procedures • Develop/ review/ implement relevant policies and guiding principles Regulatory compliance • Ensure overall compliance with the legislative and regulatory framework • Comply with all policies of the SETA • Asset management • Retain the responsibility for safeguarding the assets within the division and ensure timeous reports are submitted to Finance on damaged, lost, and faultless assets. Reporting • Close out queries within 72 hours • Weekly review of projects population and reporting • Projects close out reports • Monthly/quarterly reporting to the relevant structures Audit and Risk • Liaise with Auditors and manage audit process, while ensuring that all recommendations from Auditors are adequately addressed • Identify and mitigate risks Administrative duties • Development and maintenance of the regional commitments register • Receive and review grants applications • Sign-off applicable payments • Evaluate applications and recommend for approval • Communicate the outcome of applications to applicants • Provide continuous leadership, supervision, training, and development of divisional staff ensuring an effective and motivated team • Drive regional workshops • Performs related work as required • Perform any other duties as assigned by the Executive Manager and the CEO Performance Management • Ensure knowledge transfer and capacity building of direct subordinates • Manage the performance of staff assigned to the regional office • Liaise with the HR division in conducting performance appraisals and ensure competency and training gaps are addressed.
