EASTERN CAPE LIQUOR BOARD (ECLB) THE FOLLOWING VACANCY EXISTS Eastern Cape Liquor Board is a Schedule 3C Public Entity whose mandate is to make provision for the registration of retail sales and micro-manufacturing of liquor in the Eastern Cape, to encourage and support the liquor industry; to manage and reduce the socio-economic and other costs of excessive alcohol consumption.
Applications are hereby invited for the position of : CHIEF FINANCIAL OFFICER DIVISION - FINANCE: ECLB HEAD OFFICE EAST LONDON TOTAL COST TO COMAPANY PACKAGE - GRADE E1: R1 425 666.00 - R2 138 498.00 Requirements A post-graduate Accounting/Financial Management qualification and registered as a Chartered Accountant. Five (5) years uninterrupted working experience in a financial environment at Senior Management level. Extensive experience in establishing administrative systems, budget, and cash flow management. Proven experience in financial planning, analysis, and reporting will be an added advantage. A valid driver’s licence. Key competencies and skills Sound knowledge of interpretation and application of legal accounting framework in the public sector. Knowledge and experience of financial accounting systems. Ability to interact and operate strategically, formulate and implement turnaround strategies. Excellent interpersonal skills with the ability to communicate well at all levels. Meticulous with attention to detail. Ability to exercise own judgement. Understanding and application of Corporate Governance principles in line with the requirements of King IV. Excellent reporting and presentation skills. Computer literacy. Key Performance Areas Provide strategic leadership in the financial management aspects of the organisation. Establish financial and strategic control systems. Implement systems and functions of budget planning for the ECLB. Ensure efficient accounting systems and systems of financial internal controls and risk management in compliance with the relevant legislation. Monitor expenditure to ensure alignment with approved budget and relevant policies. Ensure the development of relevant strategies, policies, frameworks and procedures for the division. Responsible for all financial oversight in the preparation of financial reporting, budgetary processes and forecasting. Ensure preparation of Annual Financial Statements and finance division reports. People Management and empowerment. Prepare strategic, annual and operational plans for the division.
